Why can't the US government just evacuate Gitmo of any innocent pedestrians and our solders and bomb it ?

Like, they could evacuate the area of anyone other than the prisoners and just blow the whole place up. Or is it because we need to give the people in there a fair trial and because we risk of killing some that is innocent?
