American goverment????????

There was no central government and so each state government acted independently of the others. States would impose taxes on interstate commerce. It was difficult of the Confederation Congress to collect taxes and therefore organize an functioning government. Also each state militia acted independently of the others. It was difficult to suppress domestic rebellion without an organized central military command. This also make the nation vulnerable to foreign invasion.
