Question: What does this say to You?

Sounds like some meaningless babel from a guy who wanted to demonize his enemies and elevate his allies. Just like Hitler did, Stalin did, GW Bush is doing, etc. Heck, sounds like the same thing every war leader does. It's easier to kill the enemy when you convince your people that the enemy is less than human.
